Scholarship Program for Government Employees

Ecobuild America Offers Scholarships to Qualified Government Employees

Under Executive Order 13514; Federal Leadership in Environmental, Energy, and Economic Performance; the energy reduction and environmental performance requirements of E.O. 13423 have expanded. Federal agencies are now required to develop, implement, and annually update a Strategic Sustainability Performance Plan that prioritizes agency actions based on life-cycle return on investment.
 
To underscore their support of EO of 13514, AEC Science & Technology, LLC is offering full conference scholarships, valued at $595 to their Ecobuild conference, December 3-7, 2012 at the Washington DC Convention Center. Scholarships are made possible to government employees working in building and infrastructure design/construction through the support of industry vendors who exhibit and sponsor Ecobuild.
 
“The strategy the Oval Office has laid out regarding high performance building will go a long way in improving our built environment.  We want to help government employees execute the plan easily and effectively by having the best information available to them. Part of that effort is removing any barriers along the path to this goal,” explains Richard Vendola, Principal and co-founder of Ecobuild America.

“Unfortunately, getting government building professionals timely access to learning opportunities is more challenging than ever. Between the high cost of training, cutbacks, layoffs, and the toll the recession has played on the workload of people who still have jobs, we felt this would be a great time to offer these scholarships to individuals,” Mr. Vendola adds.
 
Here are rules regarding scholarships for government employees:

Exceptions to the rule against acceptance of gifts allow employees to accept--
  • Unsolicited gifts with a value of $20 or less;
  • Gifts clearly given because of a family relationship or personal friendship;
  • Free attendance at an event on the day an employee is speaking or presenting information on behalf of the agency;
  • Free attendance at certain widely-attended gatherings;
  • Certain discounts and similar opportunities and benefits;
  • Certain awards and honorary degrees; and
  • Certain gifts based on outside business or employment relationships.
When there has been a determination that his attendance at a particular widely attended gathering is in the interest of the agency because it will further agency programs or operations, an employee may accept a sponsor's unsolicited gift of free attendance at all or appropriate parts of a widely attended gathering of mutual interest to a number of parties. A gathering is widely attended if, for example, it is open to members from throughout a given industry or profession or if those in attendance represent a range of persons interested in a given matter.
